Implementation Of The Alert Hub Initiative
The IFRC, in partnership with USAID and the Global Disaster Preparedness Center, is leading the implementation of the Alert Hub Initiative through a series of training, knowledge products, and engagement and advocacy at three main levels.
Technical Implementation
- User-centered design process to define features and functionalities of Alert Hub platform.
- Integration of Alert Hub into the wider IFRC data infrastructure.
- Integration of the Public Awareness and Public Education (PAPE) messages to link early warning alerts with actionable guidance on how to prepare for and respond to disasters.
Global Level Activities
- Engagement and RCRC representation in global CAP coordination structures.
- Development of tailored training materials for RCRC National Societies.
- Coordination with existing RCRC initiatives like Forecast Based Financing and GO Platform.
- Ongoing technical support to participating National Societies.
Regional And National Level Activities
- Advocacy and outreach to government partners for the implementation of CAP.
- Contextualization of guidance on how individuals and households can safely prepare for and respond to disasters.
- Small grants program to support in-country activities.
- Establish local media partnerships for dissemination.

What is the IFRC Alert Hub?
As part of the Alert Hub Initiative, the IFRC is developing a free online platform that aggregates all published CAP alerts from official alerting authorities worldwide, the "IFRC Alert Hub".
The Alert Hub will facilitate free access to emergency alerts across all types of hazards, and at each nation’s choice, to alerts issued at sub-national levels. This platform will be unique in its focus on multi-hazard emergency alerts (from national to local levels) which are free to use and centralized in one place, bringing us one step closer to ensuring that emergency alerts reach everyone at risk.

The IFRC Alert Hub facilitates free access to CAP alerts to anyone wishing to disseminate trusted, reliable, secure, and precise early warning messages to better inform people about impending emergencies. Users can be a wide range of different actors, including:
RCRC National Societies

News Organizations
Telecommunications providers
International and national emergency managers
Disaster relief organizations
The Public Awareness Public Education (PAPE) key messages were developed by IFRC together with Save the Children to provide action-oriented key messages for households and schools. Active, consistent, and clear messaging is vital to create a culture of safety and common understanding in the face of disasters. PAPE key messages provide practical advice and guidance on the nature of messages and information to share with the public. National Societies and partners can use this guidance for national adaptation and to help prepare households for local hazards.
